MINUTES OF SOUTH COUNTY LEAGUE GOVERNORS MEETING OCTOBER 8th

Meeting called to order at 8:12.

Last month's Minutes were accepted.

Roll call was taken. Boca Lago, Indian Spring, the Fountains, and Woodfield were absent.

Treasury report: After expenses of $100 for a hole in one, $59.70 for our scheduling software, and $1,200 for the Presidents’ Day, our current balance is $1057.

Larry presented the background of the Executive Committee and the Standards & Compliance Committee's resolve after several years of issues to revise our Bylaws to be exclusively for "Member owned clubs".   There was some discussion, but no objections, and the change was passed unanimously.

Following was discussion on a list of suggested rule changes.

1)  Scheduling of the 11 clubs will be deferred until the next meeting, although later it became apparent that we should not extend the season too long.

2)  Significant discussion on what tees to play and how far each tee should be.  It was agreed we should have three tees.  This was also deferred.

3)  New scoring for next season: Each individual player match is win / loss and worth 10 points. The winner gets 10 points, the loser gets no points, and each team gets 5 points for a tie. The overall team score is also worth 10 points.  All of the points for the individual matches are added and then divided by the number of matches to achieve the team score for the day, i.e. each team's share of the 10 points available.

4)   Handicaps were left at 90%

5)   Match scores will NOT be posted.

6)   Discussion on the 27.8 rule for highest handicap pursued with no change.

7)   Playoffs will remain win/lose

8)   Re-seeding in playoffs was discussed and tabled.

9)   Eliminate the rule that requires that the host team shall play 18 holes if requested because of heat considerations.

10) There will not be a minimum number of back tee players.

11) Score sheets will be collected for verification of the minimum requirement for the playoffs.

12)  According to USGA rules having a Pro Shop designate the incorrect tee on the score sheet is considered a clerical error and can be corrected after the match.

12) Immediate past President will now sit on the Executive Committee.

13) Discussion ensued regarding some pressure to move our matches to the afternoons at some clubs, which will not happen.

The next meeting will also have Elections of Officers.  December is Dec 10th at 7:30am at Delaire.

Respectfully submitted,

Elliott Freiberg, Secretary

On October 14th. Jay Levine proposed a motion to amend the wording of the new bylaw change from," All member clubs must be a Private, Member Owned Country Club" to, All member clubs must be a Private, Member Run Country Club". The motion was second by Elliott Freiberg and it was passed unanimously by electronic ballot over the internet.
